Wiener Associates has an established record of success consulting and lobbying in areas such as Certificate of Need, health facility licensing and reimbursement issues. Founding Partner Raj Wiener’s experience as former Director of the Michigan Department of Public Health is a key element of our expertise in these regulatory matters.

Wiener Associates can design strategic plans, provide consultation and lobby to help clients achieve their goals. We help clients navigate the rules and regulatory processes of several departments, including the Michigan Department of Community Health, Michigan Department of Labor and Economic Growth, Michigan Department of Human Services, and Michigan Economic Development Corporation. We have the expertise and knowledge to amend rules or create new regulatory frameworks, when necessary, that fit our clients’ changing needs.

Just one area of our expertise is in Certificate of Need strategizing, drafting, and filing of applications. We have a very high success rate in guiding CON covered projects through planning, review and approval from the Michigan Department of Community Health. Some of our most notable successes are as follows:
  • Licensure of two new hospitals in western Oakland County in a highly competitive climate that required both the passage of legislation and the cooperation of the Certificate of Need Commission and Michigan Department of Community Health.  Henry Ford West Bloomfield and Providence Park Hospital and Medical Center-Novi were the first newly licensed hospitals in Michigan in over a decade.
  • Separation of two large integrated health facilities with mutually beneficial results.   After a decade of trying to gain independence Karmanos Cancer Institute brought us onboard to help them design and implement a plan within the existing regulatory structure to accomplish their goal. Within a year of taking on the challenge, we were able to guide the process to a successful conclusion.
  • Integration and closure of health facilities and the creation of a new state of the art facility that required  Certificate of Need and Health Facilities Licensing approvals, integration of health personnel, highway construction, local zoning and fire marshal approvals. We were critically involved in each regulatory step for Genesys Regional Medical Center in Grand Blanc.
  • Creation of the first new category of licensed health care facilities since the Public health Code was adopted in 1978 was facilitated through the passage of the provision for the licensure of hospice residence facilities. We were involved in both the legislative and regulatory aspects of this project and helped write most of the regulations that currently define the requirements for these facilities.
As you can see from the wide variety of accomplishments, we tailor our services to meet the needs of our individual clients.

Certificate of Need
Michigan has one of the more stringent Certificate of Need programs in the United States. Revisions in the law, however, have created a more dynamic process under which standards of approval are continually modified and adapted in order to meet new needs. This process has become extremely contentious and specialized. Wiener Associates has the knowledge and experience to achieve results for our clients within this complex and specialized regulatory framework.
